Michael Wellman said that the area of land at the bottom of Nobelius Drive at Legana is an idyllic location on the edge of the Tamar River that remains unknown to many residents.
He lives in a street neighbouring Nobelius Drive and regularly visits the area, but he rarely sees anyone else.
Mr Wellman said that the space had been underutilised for years and that with appropriate signage, the area could be used for recreational activities. He said the area needed more recognition, as most people don't know it existed.
But at the West Tamar Council's September council meeting, Mayor Christina Holmdahl said that there were no immediate plans for the land to be redeveloped.
Cr Holmdahl said that if there was a need to develop the area in the future, it would be developed under the Legana Structure Plan or under a community grant.
The council's recreation officer said that until the area was developed there would be no signage added as it would imply that council accepted the risks associated with undeveloped land.
Mr Wellman said that he thought the potential of the land was being wasted with no signage pointing visitors towards the area.
"Because you have to go down a small grass laneway to get to it, there's very few local people that even know it's there," he said.
"I want some signage put up so people know it's okay to go down there to have access to the river down there and the native birds.
"Because there's no proper developed pathways, council don't want to encourage people to go down there because they feel they would be liable if they put signs up encouraging people to go down there."
