The Tasmanian Association for State Schools Organisation (TASSO) will be discussing the need for a completed review at its annual conference to be held in the south on Saturday.
TASSO president Jenny Eddington said a significant number of students travelled on subsidised transport to get to schools that were located a great distance from their home-area schools.
"If people make a choice to go to some other school, including independent and Catholic schools, then the extra transport past the local school should become the parents' responsibility," Mrs Eddington said.
"No one in government has pursued it because there will be an outcry from independent and Catholic parents, but we are spending millions of dollars transporting students vast distances away from home areas."
TEU president Terry Polglase said the government spent about $20 million a year to bus students out of area.
"If we believe in school choice and in local schools for local areas - and we do - then anyone who wants to have their child educated beyond the school gate would need to pay transport costs," Mr Polglase said.
"It would say to people, 'you should think more about supporting your local schools'."
Education Minister Jeremy Rockliff said home areas were under review as part of the Education Act review.
"Recent public forums have provided a great opportunity for extensive community consultation around home areas," he said.
"There will be further opportunity for public feedback when a penultimate draft is released in the first quarter of next year."
