The Ringarooma Swimming Pool Association is faced with a lack of bodies and dollars, and its secretary says it has come to "a bit of a crisis".
Stephanie Nuttall said an annual outlet charge from TasWater of $2000 was putting serious strain on the pool's future.
"We can't afford it," Ms Nuttall said of the fee, which was introduced last year.
"The pool is only open three months a year, and we barely charge anything for the children to use it. It's a community pool."
Ms Nuttall said the charge did not relate to water usage, but to an outlet charge.
She said the size of the outlet provided by TasWater was excessive.
A statement from TasWater said: "The decision to alter the pipe size is not only determined by the level of flow required to supply the pool and other water requirements of the facility but must also meet Tasmania Fire Service regulations."
"We can fill the pool with a tap, we have done for years," Ms Nuttall said.
TasWater acknowledged new billing regulations meant some community organisations were paying charges that were not previously imposed.
The company stated it would work closely with the committee to help manage challenges off the back of the water supply charges.
In an attempt to ensure the pool opens this summer, the association is holding a town meeting in conjunction with its annual meeting on September 21 at the Ringarooma pub, from 7.30pm.
Ms Nuttall said they were in desperate need of new committee members and admin staff - however, the association has plenty of lifeguards.
