A participant in the Wheels for West Tamar program, Ms Mansell, of Beaconsfield, received her P-plates last month but had no car to drive and with a young family it was hard for her to get around the town.
But she is now the proud owner of a Mazda 626, donated by the Wheels for West Tamar parent company, Wheels for Work.
Ms Mansell was given the keys to her new car at Beaconsfield House last week and said that she was excited to make the most of her new-found freedom.
"It will change things heaps, my kids are over the moon," she said.
"I liked the mentoring (in the program) and the advice on how to drive safe on the roads."
Ms Mansell said she was grateful for all the help and support she had received from her mentor throughout the program, Gordon Spencer.
Wheels for West Tamar program co-ordinator Rick Mansfield said that the car would help Ms Mansell a lot in her day-to-day life.
"We teach disadvantaged people how to drive, that can be socially or financially, we don't have a great deal of stipulations on the program," Mr Mansfield said.
"We didn't really have a need for the Mazda anymore so we thought we could give it to someone that really needs it.
"Keomy's got a young family down here and public transport down here is not that great ... she's been with us the whole time to get her L1s, her L2s and her P-plates so we're pretty happy to see her go through."
