The council has been invited to send the delegation by Growth Minister Matthew Groom to take part in a state trade and investment mission to Putian City, in September.
The council's report recommends that mayor Albert van Zetten, deputy mayor Rob Soward, general manager Robert Dobrzynski and economic development officer Bruce Williams take part in the 11-day visit.
In March the council sent a delegation of three representatives - Alderman van Zetten, Mr Dobrzynski and Mr Williams - that visited Putian, Fuzhou and sister city, Taiyuan.
"It is unusual for council to consider two overseas missions to one country within a year," the report states.
"Nevertheless, there is a clear momentum from the Tasmanian and Australian governments to develop opportunity with China.
"This is a time where due consideration can be given to capitalise on this, to maintain momentum and to build and cement the relationships that have been established and more clearly define the long term opportunities."
The trip has been organised as a follow to the March state delegation, which came on the back of the Chinese President Xi Jinping's visit last November.
It would see Launceston council collaborate with the Department of Foreign Affairs and Trade, State Growth Department, Hobart City Council and potential exporters to China to capitalise on trade and investment opportunities for the city and Northern Tasmania.
As part of the visit the council is expected to seek interest from local businesses keen to provide information to the delegation, to use to pursue business matching opportunities to promote further engagement.
Aldermen will make a decision on the trip at Monday's meeting.
