Labor and the Greens put pressure on the government to detail how it will spend an extra $590 million of GST revenue forecast to flow to the state in the next four years.
Both parties called on the government to use it to rebuild services cut in last year's budget.
Premier Will Hodgman said the one-off financial gain wouldn't be used irresponsibly.
Mr Hodgman said when the former Labor government sold the TOTE they also ruled out using the gain as a bandaid fix.
Education Minister Jeremy Rockliff said he recognised the challenges of the cuts in schools but the heavy lifting was over.
Mr Rocklff announced a $17.75 million literacy program would be included in this week's budget.
The Greens were down to two members, following the retirement of Leader Kim Booth last week.
