The 19-year-old man was intercepted by officers from the Northern Road and Public Order Service (RPOS) on Monday night.
The Launceston man had his car clamped.
"This type of reckless and dangerous driving behaviour is a disgrace and puts all road users at an unacceptable risk," acting RPOS Inspector Craig Fox said.
"Police would like to remind drivers that excessive speeding can result in the driver being disqualified from driving, substantial fines and the offending vehicle potentially being confiscated."
The incident occurred in a 110km/h section of the highway near the South Esk River.
The driver will face the Launceston Magistrates Court next month.
Police urge anyone witnessing dangerous driving to contact Tasmania Police on 131 444.
Police have handed out more than 880 fines for motorists speeding more than 30km/h over the speed limit this year.
So far 68 vehicles have been clamped for motorists caught speeding more than 45km/h over the limit.
