The Blues have lost Whiting, Jack Donnellan and Ryan Sheppard to injury out of their three-point defeat of Western Storm last week, but continue to blood their young talent naming brothers Zach and James Griffiths, Lochie Williams and Shaughan Killalea in their squad from the development league alongside state under-16 players Ryan Tyrell and Connor Smith.
They have also lost Casey Reissig for the season with an ACL tear and ruckman Nathan O'Donoghue has retired.
Stephens said he would test his eye and cheek injury at training and might not need surgery on a fractured eye socket.
"Good sides back up week in and out and win games that are fighting for the positions we are fighting for, so it's important this week against Devonport that we do that and we're looking forward to getting our first home win of the season," he said.
DEVONPORT coach Mitch Thorp regained ruckman Alex Lee to add some height and named Brayden Butler, Nathan Rataj and Logan Bissett.
Thorp said he was impressed with Launceston's effort against Western Storm and said his side would need to be switched on for the game.
Thorp remains sidelined with an ankle injury and said he expected to miss another two weeks before his return.
NORTH LAUNCESTON faces a tough road trip South to play the undefeated Lauderdale trying to win their first TSL match at the ground in six years.
The Bombers will be without Chris Tarrant, but have included Ben Elmer, Lochie Young, Jay Lockhart and Josh Moore to their squad.
"We have never won a senior game there and Lauderdale are a tough opposition to play regardless of where you play them, but probably grow another leg when they play at home, it's their first home game so they will be right up," North coach Zane Littlejohn said.
WESTERN STORM travel to West Park for their own difficult encounter against a Burnie side that will be on the rebound from last week's loss to North.
The Storm are still searching for their first win and lose Jade Child, but included Haydn Smith and Claye Young.
"It will be a really tough challenge, but our boys are excited about it and we feel like we have a good record on the road and in Burnie, so it holds no fear for us," Storm coach Mitch Hills said.
"We need to get on the winner's list and there is no better way to do it than on the road to Burnie."
