Treasurer Joe Hockey has said every element of the tax system was on the table as part of the Re:think discussion paper, released today.
Mr Abbott said he hoped the paper would start a conversation about Australia's tax reform.
But he said any changes would need broad support.
"It's now up to the Australian people to decide where we collectively as a nation want to go," he told reporters at Cressy this morning.
"As far as I'm concerned, I want taxes to be lower, simpler and fairer."
The Prime Minister is touring Northern Tasmania today on the final day of the Pollie Pedal.
