Mr Haley died in St Helens District Hospital last Monday.
He was 85 years old.
Break O'Day Mayor Mick Tucker said Mr Haley will always be remembered for his enthusiasm and passion for the East Coast.
"Up until the day of his passing, he lived and breathed our community," Cr Tucker said.
"It would be hard to describe the level of enthusiasm and leadership he has shown in our community over the years."
Mr Haley was well known in the Break O'Day municipality as a returned serviceman and an accomplished and avid jazz musician who played the bugle at formal Defence Force services on the East Coast.
He was also a former Portland councillor.
Cr Tucker said although Mr Haley had died, his legacy would be felt for generations.
"His passing will be felt severely. It's an incredible loss," he said.
"He will be remembered with great joy and honour - the way he went around driving local business. He was enthusiastic and a forward thinker, even on his hospital bed."
