Novice drivers will be restricted to 90km/h on roads with a posted speed limit of up to 100km/h, and will be able to travel at 100km/h on roads with a limit of 110km/h.
Provisional and learner drivers are currently restricted to 80km/h maximum speed on all roads.
Driving instructor Trevor Lewis believes that can be intimidating for learners.
"It is a dangerous situation where you've got 80km/h on the road, they're trying to stick to that 80km/h and there are trucks coming up at 100km/h or cars coming up at 110km/h-plus sometimes," he said.
"[The change] is exactly what we should see, and all other states are doing it anyway."
Learner driver Freddy Brown will have the opportunity to drive at the new limits before he takes his P1 test, and said he felt it was important that the gap between novice driver speed limits and posted speed limits was narrowed.
"I'm excited about it. I think it will be easier because you feel a bit vulnerable on the roads when you're going 80km/h and you're in a 100km/h or 110km/h zone," he said.
"You can go down the highway to Hobart [now], and you can get 10 or 20 cars behind you and you have to pull over - it's quite dangerous.
"You've got to get that experience on the big roads, and maybe it will help drivers to do that if they can go a bit faster."
Road Safety Advisory Council chairman Jim Cox said he was in full support of the decision yesterday.
"I think its a great innovation," he said.
"It has brought us into line with some of the other states, I'm not sure why it has taken this long."
The change will come into effect on March 2.
