The 26-year-old, of Blackmans Bay, was seen waving the live crayfish around after allegedly stealing the crustacean early on Saturday morning.
Victorian Police were patrolling Little Bourke Street in Melbourne's CBD when they saw a crowd of people.
Suspecting something fishy was going on, they investigated and nipped the problem in the bud.
"Police returned the crayfish to its tank and arrested the man," Senior Constable Melissa Seach said.
The man has been charged with theft and animal cruelty.
He has been bailed to appear at the Melbourne Magistrates’ Court on 11 May.
