Education Minister Jeremy Rockliff said yesterday that a memorandum of understanding, which detailed the primary school's voluntary closure, had been signed.
He said an expression of interest was received on November 7 from the school that had fewer than 20 pupils expected to enrol next year.
"The school association, following extensive consultation with the school community and with support provided by the Department of Education, voluntarily determined that closing the school was in the best interests of the students," Mr Rockliff said.
It has since emerged that Meander was not the only school to have discussed voluntary closure this year, with the Avoca Primary School community discussing closure as a possibility but deciding against it.
Avoca Primary School Association chair Lyn Williams said discussions were held with Learning Services North general manager Laurie Andrews and the community from March through to May.
"We weren't under serious threat - there was definitely no pressure from anyone to seriously do anything - but they just wanted us all to be informed of where we were heading, and the reality of the school having fewer students, and the changing teacher positions that we might have to deal with," Mrs Williams said.
"(For instance), some days one teacher might have to teach the whole school, and they wanted us to be fully aware of the situation that we were in."
Mrs Williams said the town talked seriously about closure but wanted to keep the school open.
As part of Meander's MOU, each student is receiving $200 for the cost of the new school uniform.
A staff member will work until the end of term 1 in the closure process, and bus contracts will be negotiated through the State Growth Department.
Financial support will be provided through the state government's School Transition Fund.
