Meander Valley Council Development Services director Martin Gill said the council conducted a series of projects throughout 2013-14 which underpinned the plan.
As a result, Mr Gill said the town was set to experience growth.
"Glenmore Estate adjacent to the river in the western area of Hadspen has progressed," he said.
"An application to increase the original subdivision layout was received this year.
"Council continues to receive a number of inquiries from parties who would like to establish a Medical Centre or pharmacy in the growth area."
Mr Gill said workshops and meetings with the area's landowners and developers and the construction of a bushfire management plan had also taken place.
He also said the council had developed a storm water management strategy, as well as reviewing and preparing existing stormwater infrastructure for growth.
"We have been able to plan the key infrastructure; water, road networks, public open space, in a strategic manner which will prevent future problems and ensure that a growing community will be properly serviced," Mr Gill said.
Mr Gill said the council was also continuing discussions with the Department of Education regarding plans for a Hadspen school.
