Crosswell took out the $15,000 prize on Friday night, beating 26 other finalists with his ink on paper work titled Galaxias.
The work was about the Clarence Galaxias, an endangered trout usually found in the Central Highlands.
Devonport Regional Gallery education and public programs officer Dianne Sheehan said she was very impressed with all the finalists work, which included everything from photography, to video, to oil on linen and a pianola roll.
Endangered animals were a common theme for this year's entrants.
All works entered had to have some relation with the sea, coastal lines or coastal communities.
The Gallery's Friends Committee contributed $5000 towards the prize, while the Devonport City Council contributed the rest.
Judges commendations were awarded to Troy Ruffels for his work Rift and Liam James for his work Sunburnt Country.
Ms Sheehan said the $1000 people's choice award would be announced when the exhibition of finalist works closed on February 1.
"We encourage everyone to come and vote," she said.
The exhibition will tie in with the Gallery's Tidal festival.
A full program of events can be found on the Devonport Regional Gallery's website.
