Alderman Peck, who was first elected in 1984, placed outside the top 12 after the final count, which remained the same after 50 per cent of the vote had been tallied.
Mayor Albert van Zetten, deputy mayor Rob Soward, plus aldermen Hugh McKenzie, Danny Gibson, Janie Finlay, Ted Sands, Jim Cox, Darren Alexander, Andrea Dawkins, Simon Wood, Emma Williams and Robin McKendrick will make up the council for the next four years.
Mr Peck was deputy mayor of Launceston from 1990 to 1993, and mayor from 1993 to 1996.
