The left-arm paceman's raw speed and ability to bowl reverse swing has given him nod ahead of his NSW teammate O'Keefe.
The decision means Australia will play three frontline quicks after lean returns with the ball in the first Test. O'Keefe made his Test debut in Dubai, claiming match figures of 4-219.
O'Keefe's axing has left the door ajar for Glenn Maxwell to play in Australia's top six to provide the team with a second spin-bowling option.
