Renovations, set to begin in December, will see the walls of the ground floor of the library become windows, which will look out on to Civic Square.
Public space will increase from 50 to 75 per cent, and an entire floor will be dedicated to meeting rooms.
A cafe on the ground floor has also been mooted.
A monetary cost for the renovations has yet to be announced by LINC as the building works are about to be advertised for tender, but proceeds from the sales of the former Adult Education buildings at York Street and in Hobart will fund the works.
Launceston LINC manager Garry Conroy-Cooper said it would become "a community lounge room for greater Launceston".
He could not comment on whether any regional LINCS would be impacted as a result.
"This building was built in 1971 and it has had a couple of internal changes but it is time to refresh the whole building and bring it into the 21st century," he said.
"We are opening many of the walls on the ground floor with glass so our clients inside can see outside to Civic Square," he said.
"We are also putting windows in the western side of the building to bring in light and increase its amenity for future use.
"We are also commissioning a major piece of public art to go on the outside of the building."
Mr Conway-Cooper said the renovations should be competed by June or July next year.
