The 22-year-old assistant coach at the WNBL Sydney University Flames replaces Peta Sinclair.
He has been appointed by the Torns for one season with an option for an extension based on performance.
"Being first assistant at the Sydney Flames has been a really good experience for me and I think that will help prepare me for the SEABL season," Potter said.
"I've also had a lot of experience within the NSW state program and was director of Maitland Basketball Association before I moved to Sydney."
Potter said the reports he had received of the Tornadoes as a professionally run club with a supportive community and good crowds had influenced his decision to apply for the job.
"Obviously they are improving with six wins this season after a disappointing 2013 with only one win," he said.
"They are moving in the right direction and with some high quality players there over the years, most recently with Abby Bishop and Lauren Mansfield.
"I knew from my investigations and interviews that it would be a good place for a coach to go.
"I think I can develop a pathway and build opportunities for the local players and their development and compete in the elite SEABL competition."
Stepping up to his first senior coaching role was a challenge he welcomed after having had being mentored by some experienced coaches.
"I'm confident with such a supportive board and club that I can do a really good job and build the Tornadoes long-term to a sustainable and successful club," he said.
"I envisage I could be there for multiple seasons and that's the aim of the club too but we will take it one at a time at the moment which is fair enough."
Tornadoes president Janie Finlay said the club had been diligent in its search for a replacement coach.
"Reece is a highly professional operator, clearly passionate about the sport with some excellent experience and qualifications," Finlay said.
"In the immediate future the plan is clear, to be a SEABL finals contending team and Reece has the right skills to bring out the best in our team."
Potter will meet the playing group for the first time next weekend but will not relocate to Launceston until the end of the WNBL season in March.
