Principal Annette Parker said that the competition was for students enrolled in Tasmanian Government schools and colleges and was awarded for the best portrait of a man, woman or child.
``This year we entered a selection of pieces from across the school and were thrilled to have our student Thomas-Jack Booth awarded the Highly Commended Grade 7/8 award, for his portrait of the Glamorgan/Spring Bay Mayor, Bertrand Cadart,'' Ms Parker said.
``TJ's watercolour and pen artwork captured the essence of the subject and reflected the nautical environment of our community.''
A delighted Cr Cadart said that the portrait came about only after ``an amazing set of circumstances''.
``An old mate of mine phoned to say he would celebrate his 60th birthday in Bicheno and did I want to be part of the celebrations,'' Cr Cadart said.
``I said I did and he and his family duly arrived, among them one of his daughters who photographs for magazines like Vogue.
``She took some photos of me and sent me one - I passed it on to the council who put it on our website.
``Thomas-Jack saw it, printed it out and painted the portrait from it.''
Cr Cadart said that the council had offered to buy the portrait and was waiting to hear back from the artist.
