Developer Errol Stewart took the aldermen and general manager Robert Dobrzynski, including other council officers and Launceston Flood Authority's Alan Birchmore and Andrew Fullard, through the site, as well as a tour to the top - 10 storeys up.
Mr Stewart said he submitted the development application to the council last week and if approved, hopes work to begin by the end of the year.
He also discussed plans to demolish the council-owned old woolstore next door to the development site and make the recycled timber a feature in his development.
