Franklin Greens MHA Nick McKim said Treasurer Peter Gutwein and Premier Will Hodgman were asked up to 85 times where job cuts and department savings would be made.
Mr Hodgman congratulated the Liberals for ''fixing the budget mess'' and said he was not happy the government had to make the savings.
He accused Labor of not being able to read the budget.
''Why don't you get a tutorial on how to do it?'' Mr Hodgman said.
Opposition Leader Bryan Green unleashed a Right to Information document that showed 16 ''front line'' health staff had left the department since the Liberals won government.
Health Minister Michael Ferguson said Labor were conducting ''opposition by FOI'' and Mr Hodgman said they had become ''Salamanca champagne socialists''.
The government used question time to spruik the wage freeze, with the opposition accusing them of threatening the Legislative Council.
Mr Gutwein said it was an integral part of the budget.
''It's a fact, not a threat,'' Mr Gutwein said.
The budget papers will be debated this afternoon.
