The roundabout, to be built at the southern entrance of Prospect Vale Marketplace, is due for a mid-November completion.
The development has been welcomed by Bass Liberal MHR Andrew Nikolic, Meander Valley Mayor Craig Perkins and council general manager Greg Preece.
Works for the Meander Valley priority project will be conducted by Launceston company Venarchie Civil Contracting.
"Not only will it provide better access to the supermarket, the roundabout will also help slow traffic down," Cr Perkins said.
"The council was really concerned about making sure that bike safety on the roundabout itself is looked after.
"The final plans will show that it's about slowing cyclists down, getting them off the road so they can safely cross through."
Mr Nikolic said the council was convincing with its funding application, providing evidence and monetary support to push the project into the federal budget.
"They always approach things in an evidence-based way, it makes sense in terms of a need and you always achieve good bang for your buck," Mr Nikolic said.
"Policy-coherence wise it's been a wonderfully productive relationship."
Mr Preece said the project was a major development in the council's plans for Westbury Road — which will eventually include new access to Prospect Park.
He said the council would also consider upgrades for the roundabout at the junction of Country Club Avenue and Westbury Road.
