Marine and Safety Tasmania recreational boating manager Peter Hopkins said that between $80,000 and $90,000 had been allocated for its construction.
Mr Hopkins said it was hoped the project would be completed by February 2015.
"One of the biggest issues is getting contractors," Mr Hopkins said.
"We've got to have the right sort of contractors that have water experience ... a lot of the time we have to wait for a suitable contractor."
The project application was successful due to the growing popularity of the lake with the state's fishers, Mr Hopkins said.
"Lake Leake is becoming a lot more popular as a fishery these days due to its close proximity to Launceston and the East Coast," he said.
"People on the East Coast don't have as many places to go lake fishing, Lake Leake is just up the hill, basically."
The pontoon and ramp would be funded by MAST's recreational boating fund, with support from Northern Midlands Council.
"The funding is made up from all the boating registrations from around the state's 29,000 boats," Mr Hopkins said.
"A proportion of that goes to the boating fund, every year we put $980,000 towards various projects."
Approved developments from MAST also include Penstock and Little Pine lagoons in the Central Highlands, and areas of the Great Lake.
