An announcement of the withdrawal was made at the start of the LGAT conference in Hobart today.
Representatives from councils around the state are attending the three-day conference.
Hobart City Council withdrew last year.
LGAT president Barry Easther said it was disappointing.
He said Derwent Valley gave 12 months' notice to the association at the end of June.
Meanwhile, West Tamar Council Mayor Barry Easther will step down as president of LGAT.
Residing over the annual conference in Hobart for the rest of the week, Cr Easther said it was time to hand the roll to someone else.
Cr Easther has been the president for the past five years.
