West Tamar Council youth development officer Stewart Bell said he nominated the group for the Prime Super Community Group of the Year because of its dedication to spreading its message.
The group produced anti-bullying DVD Sticks & Stones earlier this year.
"I thought they deserved recognition for the hard work they did on that - the impact and the work was pretty incredible," Mr Bell said.
"It was the idea of the Youth Advisory Council, who had members who had been bullied throughout school. They wanted to explore the issue so we asked young people about their personal experiences."
Mr Bell said the DVD had been viewed by more than 1000 students since it had been distributed to schools along the West Tamar.
He said schools outside the region were now requesting the 17-minute film.
"I'm proud of these guys," Mr Bell said.
"Lots of people are impressed with how brave young people are speaking out about bullying."
Winners of the Community Achievement Awards will be announced on November 21.
