HardRock Coal Mining boss Craig Astill will visit the Fingal site this week to sign off on the next stage of works.
Mr Astill will attend with other representatives from investor groups to inspect the site and give the go-ahead for the next stage of site preparation.
"We welcome news that HardRock Coal Mining is looking at moving to the next stage of construction," Mr Harriss said.
"This is a major project which will bring many jobs to the region as it progresses," he said.
While mining is still 12 months away, CBM Sustainability Group is working with Forestry Tasmania and DIER to improve Valley Road and the widening of the Esk Highway.
CBM Sustainability Group chief executive John Dingemanse said clearing and access works were progressing and the next phase of work would be construction of store facilities in Fingal, and connecting power to the site and creating access roads.
HardRock announced its $40 million underground mining proposal in late 2011.
It said it proposed to extract a million tonnes of coal a year to be transported by rail to Bell Bay for shipment to Asian markets.
Work on the mine site will continue through winter and is expected to employ nearly 80 people during construction and 200 when operational.
