The council decided to create the plan in November 2013 and undertook community consultation this year, including meetings at the general public, land and business owners, the Youth Advisory Council and the Exeter Improvement Committee.
Passing traffic was mentioned in the community consultation project as "the lifeblood of Exeter" but it found plans were needed to make more tourists stop in the West Tamar town.
"It was suggested that many tourists arriving in the Tamar Valley from Devonport turn left from the Frankford Highway to go North on the West Tamar Highway, missing Exeter altogether," the plan noted.
"Some clear and distinctive signage well before the junction advertising what is available at Exeter could prevent this."
The plan also found the town's ageing population would likely require increased health and wellbeing services and recreation opportunities.
It said that offering apprenticeships is "vital" to the town in retaining young people.
Also on the agenda for today's council meeting is choosing who is awarded the tender for the Exeter Main Street reconstruction and streetscape improvements.
Infrastructure services manger Ian Howard recommended the council award the tender to Crossroads Civil Contracting for $147,484.
