Gillian Marsden noticed a strange chemical smell in the area at high tide about 5pm yesterday.
She saw about five birds, some unmoving, while others appeared to be struggling to move, in shallow water near the boardwalk.
Ms Marsden reported what she saw to the Environment Protection Authority, which said it would investigate today.
She checked the area this morning at low tide and mysteriously, found no trace of the stricken birds.
Ms Marsden recommended people call the EPA on 1800 005 171 to report pollution incidents.
