He talks of himself in 1977; things are much worse now.
Most crimes are drug related and many who should be punished walk free.
If they re-offend, they need not go to jail, [but] why not home detention?
Or better still, name and shame them.
Put them on work details, wearing distinctive clothing, maybe leg irons or a chain, as some states in the US do.
A suspended sentence is a joke, no punishment at all.
If a person commits a crime, they should be punished in some way.
