Plans for the Greens Beach Golf Club redevelopment first surfaced in 2006 when EcoGolf proposed turning the existing nine-hole course into an 18-hole links layout with an adjoining 32 villa units and separate 232-lot residential subdivision.
Greens Beach Golf Club president Richard Landherr said issues with water, a global financial crisis and changes in planning schemes by the West Tamar Council and state government had slowed the process.
He said the club was reapproached last December by golf course designers Thomson Perrett with an aim to make the course a reality in the near future.
"We missed the boat on the Barnbougle rollercoaster but we plan to make it more family- oriented," Mr Landherr said.
"We lost a few years with little communication with developers, now we're starting to get it back."
Mr Landherr, who has been president of the club for about a year, said he hoped his enthusiasm would help things happen quickly.
Thomson Perrett managing director and head designer Ross Perrett said the firm hoped to have feasibility studies completed in the next month.
He said the company hoped to liaise with the government soon.
"There's been a change of government and a change in attitude," Mr Perrett said.
Mr Landherr said more frequent contact with Thomson Perrett had helped improve feeling about the project within the club.
"We know they still see the value in the project, they still get excited talking about the course," he said.
