Children's Minister and Bass MHA Ms O'Byrne turned the first sod on the controversial Regent Square hub, surrounded by the project's supporters.
The development _ which encompasses a Child and Family Centre, a LINC, a Service Tasmania and more _ has caused a split in the George Town community for at least four years and only received approval in December.
``The Hub will improve services for families in George Town and make the community a more attractive place to live,'' Ms O'Byrne said.
``I look forward to the day the Hub opens its doors and begins doing its part to improve literacy and numeracy and health and wellbeing.''
Firm Fairbrother will carry out the work on the project, which is expected to be finished by November.
