Small businesses will be given $1000 for every new position created between July 1 this year and June 30, 2015.
Employers will be given two instalments of $500 for each full- time employee hired.
Businesses will receive two $250 payments for each new part-time employee.
The payments will be given after six and 12 months of employment, and new workers must remain on the company's books for a full year.
Mr Hodgman said the package was part of a plan to bring the state's unemployment rate down to at least the national average.
"Our constant consultations with Tasmanian business is that it's not only too tough to do business in the state, but it can be too expensive," he said.
"This is one way of providing some financial assistance to do the best thing Tasmanian businesses can do, which is to employ more Tasmanians."
Mr Hodgman said the policy was designed to support businesses and give their employees a much brighter future.
"The best way to get someone into long-term employment is to give them a chance of a job," he said.
"This a sensible, responsible but important policy announcement that is all about supporting Tasmanian businesses and creating more jobs in this state."
The announcement comes after Opposition treasury spokesman Peter Gutwein announced a $4 million payroll tax rebate.
