The 19-year-old swam 3.04 minutes on January 25 in a time trial at Launceston Aquatic to set the new long-course world record.
The pool had to be surveyed to ensure it was the correct distance.
Miller won three gold and two silver medals at the recent Down Syndrome National Short- course Championships in Sydney last year.
He will join the country's Down syndrome team in Mexico for the world championships in November.
