Bell, a Tasmanian Tigers rookie, was part of the initial 30-man squad in December.
South Hobart-Sandy Bay batsman Willis has already tasted success at under-19 level for his country with Cricket Australia national talent manager Greg Chappell labelling him a batsman who has "the ability to make big scores and take us to competitive totals".
The under-19 world cup, which begins on February 14, will be held in the United Arab Emirates.
Australia's squad will be coached by Cricket Australia's high performance coach Graeme Hick.
The squad will depart at the end of this month to play three matches in Sri Lanka as a build-up for the tournament.
