Mr Loone succumbed to throat cancer at Deloraine Hospital, aged 73.
Tribute for Mr Loone has streamed in from the region's community members, honouring his passion and strength of character.
In his 2013 Christmas address, Mr Loone said his illness was in advanced stages and left a message advising that it would be his last.
``As I go I will try to focus on our loving saviour Jesus, thanking him for his love and trusting his Holy Spirit to comfort and guide me as I pass through the valley of death and bring me home,'' he wrote.
``I earnestly thank you all for your love, support, prayers and care over the years. I pray that you will all be especially blessed by our loving Heavenly Father and that you will experience his light, power, grace and peace.
``May our thoughts and prayers be with families who are sadly missing loved ones this Christmas.''
Meander Valley Mayor Craig Perkins and Lyons Liberal MHA Mark Shelton said Mr Loone would be remembered for his tireless representation of his beloved Chudleigh area and for his community work within Meander Valley.
