Low Head Wind Farm Pty Ltd founder and director Shane Bartel said the group was preparing a flora and fauna survey for mid- November.
The organisation aims to have its final application completed by December.
The Low Head wind farm was first introduced in August last year.
If approved, it would consist of 12 turbines and related infrastructure.
It would be located on a privately owned site accessible from Soldiers Settlement Road and Old Aerodrome Road.
In the meantime, a 90-metre meteorological mast has been erected at Bell Buoy Beach to test the wind and, in turn, whether a wind farm would be successful in the region.
Mr Bartel said the Tasmanian Forestry Agreement had delayed proceedings for some time.
"A four-kilometre section dealt with Forestry Tasmania," Mr Bartel said.
"Under two kilometres was cut up into the Tasmanian Forest Agreement and Forestry was unsure if they could provide approval."
The George Town Council met developers in late August to discuss the project.
"We've got everything done," Mr Bartel said.
The council has received the project's development application.
Applications have also passed through the Environmental Protection Agency and the Commonwealth.
