The funding comes from the federal government's $325 million rescue package announced by Ms Plibersek last year to fund new clinics in Hobart and Launceston until 2016.
The North's funding package will create a new specialist clinic to provide a referral-based service for general practitioners and other hospital departments and pre-admission treatments for patients with chronic conditions.
It will allow the LGH to expand its existing emergency department fast-track service.
Tasmania's Health Minister Michelle O'Byrne said the fast-track service had achieved big reductions in waiting and treatment times for low-urgency patients.
Ms Plibersek said the new clinic, to be run by a general physician, would prevent non-essential hospital stays.
The Royal Hobart Hospital will receive $10.3 million in federal funding, plus $533,000 in state funding, for an emergency medical unit and psychiatric nurses for its emergency department.
