Mr McKim said $900,000 would be included in Thursday's State Budget for the initiative, to be spent over four years.
He said schools will also have access to the $2.3 million School Transition Fund to develop senior school infrastructure.
The funding will be delivered alongside a $3.1 million strategy to help students access lessons online.
``By allowing regional high schools to partner with colleges to broaden their curricula into years 11 and 12 courses, students are better able to stay engaged with schooling,'' Mr McKim said.
``This hub and spoke approach to educational services will allow for the expertise and resources in both the high school and college to be to develop tailor made local solutions to service local needs.''
Tasmania has the worst year 12 retention rates in the country, with just 67 per cent of year 10 students in the past 10 years going on to complete year 12.
The Liberal party policy is to extend high school to year 12, to bring Tasmania into line with the rest of Australia.
