Professor West, who released a $130,000 state government report on forestry peace last year, said that Tasmanians fell into one of two categories - the underclass, or the "comfortable, government-dependent middle class''.
``The reality is that Tasmania has bred a dominant social coalition that blocks most proposals to improve,'' West wrote.
``Problems and challenges are debated endlessly with no resolution...Ultimately Tasmania doesn't change because it's people don't really want to.''
