Infrastructure, Energy and Resources Department general manager Shane Gregory said that unexpected road and drainage issues were encountered last night during routine resurfacing repairs just north of the Paterson Street bridge.
Northbound traffic travelling out of the city toward Riverside will be affected, he said.
"We are working as quickly as possible to resolve the issue and ensure that traffic flow returns to normal," Mr Gregory said.
"We appreciate motorists' understanding and patience at this time."
"Motorists are urged to slow down and take care whilst driving through the area, and obey all road signage as it's in the interests of everyone's safety."
Mr Gregory said that heavy vehicle operators should be aware that the lane widths will be reduced to 2.7m this afternoon.
