The fire in the Pioneer Parade unit was reported at about 10.30pm and caused $100,000 damage before being extinguished.
Detective Senior Sergeant Jonathan Higgins, of Launceston Crime and Drug Investigation Services, said the unit was occupied but the tenants were not home at the time of the fire.
He said police were aware that the tenants had a history of issues with the unit and were considering the possibility that they may have been targeted.
The unit was reportedly vandalised in the days before the fire.
Detective Senior Sergeant Higgins said forensic teams investigated the unit yesterday and found three ignition points inside the home.
There have been five suspected arsons in the units since July 1, including a fire that followed an alleged double murder on August 15.
Detective Senior Sergeant Higgins said Pioneer Parade was unfairly portrayed by the media as an arson hot-spot.
"In Launceston we have had 12 deliberately lit - arson - structure fires since the first of July last year," he said.
"Of that we have had a number that were in Ravenswood and a number that were in other suburbs. It's not all in Pioneer Parade."
There is a $10,000 reward for information that leads to the conviction of a person for arson that destroyed a Housing Tasmania property.
