Detective Inspector Scott Flude said the 25-year-old woman was walking into town about 7.20am and noticed a white early-1990s model hatchback park behind her near City Park.
Detective Inspector Flude said a man got out of the car and followed the woman to the laneway between The Examiner and the Paterson Street West multi-story car park.
``As she has got beside the Paterson West carpark, this man has run up beside her and attempted to get her trousers down,'' he said.
``He has been unsuccessful in that.''
Detective Inspector Flude said the man then jogged slowly off.
He said the woman was unharmed and not overly alarmed.
The pair were not known to each other.
Police are seeking help to identify the man, pictured in a CCTV image captured near the carpark yesterday morning.
