The youth was found deceased at his home in Southern Tasmania at 6pm on Sunday.
While the coroner will determine the cause of death, investigations indicate that the youth had been drinking the ''tea''.
``The death of the young man is a tragic outcome for his family and friends,'' Inspector John Arnold said.
``The narcotics contained in poppy capsules are extremely dangerous and can be lethal.
``With the poppy harvest season approaching it is a timely warning of the potentially lethal effect of ingesting any poppy product.
``The last death in Tasmania as a result of ingesting poppy products was in February last year.''
Police today also warned the theft of poppy capsules is a serious offence and can result in charges under the Misuse of Drugs Act as well as charges of trespass and stealing.
Investigations into the circumstances surrounding the death are continuing.
