The cost cutting measures are detailed in the Opposition's alternate budget announced today.
In what's believed to be the most detailed response to a state budget in Tasmania's history, Opposition leader Will Hodgman announced his government would:
* Merge the Department of Economic Development and the Department of Infrastructure, Energy and Resources into the "Department of State Growth".
* Hire a new senior bureaucrat (known as Coordinator-General) who will drive investment and growth reporting directly to Cabinet and the premier, costing $2 million a year.
* Slash the number of senior executives by 10, saving $8 million over four years.
* Dump the State Service Commission (saving $4 million over four years), Tasmania Together ($4.43 million over four years) and Metro Park and Ride ($8 million over two years).
Under the alternate budget, 250 public sector workers would get the chop next financial year and 400 more would go over the following two years as the Opposition cuts 1 per cent of staff.
All fines would go up by 10 per cent, boosting the state coffers by $12 million over four years.
Convicted criminals would also have to pay $50-150 (in addition to the victims of crime compensation levy) to Treasury, bringing in $3 million over four years.
Fee increases to car registration, announced by the government in its budget on Thursday, would be scrapped.
The carbon tax would also be "handed back" to households and businesses who don't benefit under the carbon package costing the state $157 million over four years.
The Liberal Party has already announced it would double the first home builder's grant and provide first-home buyers and builders up to $2000 in stamp duty relief; increase the tourism marketing spend by $16 million over four years; and inject $76 million over the forward estimates to reduce elective surgery lists.
Under the plan, the state would go into net debt as it will under the Labor-Green government. However, the Opposition is claiming its alternate budget would improve the overall bottom line by $14 million.
