Department secretary Colin Pettit confirmed the return of Mr Sayer and his position reforming the Vocational Education and Training sector yesterday.
It comes just over a week after Education Minister Nick McKim announced a return to a TAFE model for the sector and which would require a new chief executive officer.
However, a department spokeswoman said Mr Sayer, who is the former Skills Tasmania general manager, would not be coming in as the new CEO and this position was still to be advertised.
``This role is necessary to ensure the effective delivery of the reforms,'' Mr Pettit said.
``Mr Sayer is well-suited to the position given his experience as a member of the senior executive of the public service and a former head of Skills Tasmania.
``His team will be tasked to provide advice and support to the steering committee.''
Mr Pettit repeated what Ms Giddings said earlier that Mr Sayer would stay on his current salary of $195,000.
The spokeswoman said that Mr Sayer's contract had not been extended beyond September 23 and this was a discussion that had to be had between him and Mr Pettit.
Mr Sayer stepped down from his role with Ms Giddings on May 18 and has been on leave since this time.
Ms Giddings announced that her new chief-of-staff would be former Victorian Government adviser Phil Reed last week.
