Bartlett admits to flaws in reform

THE implementation of the Tasmania Tomorrow education reforms has "not been good enough", Premier and Education Minister David Bartlett admitted yesterday.

However, he stopped short of promising to rollback the changes and pledged to find a way forward.

Mr Bartlett wrote yesterday to teachers in post-year-10 education institutions to inform them of his plans to improve the reforms.

"Whilst `rollback' is not an option I am prepared to contemplate, I do accept that some aspects of the implementation have not been good enough," Mr Bartlett wrote.

"The learning needs of our students must come first."

Mr Bartlett reiterated the proposals he had put to the Australian Education Union last week, in which he said the Tasmanian Polytechnic would have its leadership structure modelled on the former college system.

The leadership structure has been a major issue for the union, who said the statewide system was inefficient and added stress to everyday teaching.

Leadership and organisation in the new institutions were consistently raised as problems last year, however, last week was the first time the Government pledged any movement on them.

Mr Bartlett also promised to give all year-11 and 12 students access to the full range of subjects available by the start of 2011 at the latest.

The union has criticised the Tasmania Tomorrow reforms for a number of reasons, with flawed implementation a key one.

Mr Bartlett announced the new system at the end of 2007 and four former colleges implemented the change at the start of 2009.

The union has run a campaign against the reforms, with teachers holding stop work meetings to complain about problems they see in the new system.
