Three male detainees have been charged with aggravated sexual assault after a 16-year-old and 17-year-old said they had been attacked at the facility near Deloraine last month.
One of those charged, a 17-year-old, remains at Ashley.
The others, both 18, have been remanded to Risdon Prison.
After a meeting with Ashley staff on Thursday, Liberal health and human services spokeswoman Sue Napier said she was concerned that a "culture of undetected violence might be happening" at the centre.
"We have received a series of allegations of abuse, including allegations of over-enthusiastic restraining of detainees," she said.
"As we're not in a position to investigate, we have provided a full list of every allegation that we have received to the Children's Commissioner (David Fanning), who will be doing the review.
"Basically, we were pretty alarmed at the reports we had heard and believe that every single staff member and detainee, including security staff, should be interviewed independently."
She said she had asked Ashley staff whether cameras in corridors might help improve safety.
"It doesn't matter what someone may have done to end up at Ashley, everyone deserves to be safe," she said.
"You would hope these boys are being protected and given every chance to get a fresh start."
The Examiner was unable to contact Ashley's Custodial Youth Services manager Bill Smith yesterday.
